Creating a Drupal theme requires three distinct skillsets:
1. Graphic design (for web)
2. Web layout & design (HTML/CSS)
3. PHP coding (basic)
If we're talking about two or three different individuals, that's two
or three different rates.
Around where I am (Rochester, NY -- we have great designers, here, but they glut on the market and depress the rates a little) I'd guess that freelance rates for a good PHP coder or HTML geek would bottom out at $60/hr, ranging up to about $150, and freelance graphic artist/designer rates will tend to be around $80-$150, depending on the calibre and experience of the artist. My agency bills at a "blended rate" for all tasks that's somewhere in between, but definitely far higher than $50/hr.
As for 6 hours: I could imagine someone really experienced with Drupal theming and web presentation layers moving from a simple Photoshop composite to a simple, complete Drupal theme in six hours. That person should be charging more than $50, though. And by no means am I considering the changes that you'd need to make to the theme to accommodate the Observer's more exotic layouts. Just pulling this out of my butt, I'd guesstimate more like 24 hours, rock bottom, for the
initial development, with extra iterations over time -- consider, when you're dealing with unusual configurations, you need to do a lot of testing and probably a lot of rework.
